Re-verification of Membership - Responsibility of Divisions and Circles.

It is a great victory for us that the Madras High Court had disposed off the Writ filed by BPEU Cl.III Union seeking withdrawal of Trade Union facilities of Group C Unions affiliated to FNPO & NFPE. Now the stay granted gets vacated.
However, the present verification procedure followed by the Department is not a foolproof system. In the past verifications many DDOs furnished incorrect membership figure to the Circles and in some cases the Circles also furnished incorrect information to the D.G., Posts. In the year 2000 verification, the NUGDS was able to set right many mistakes after getting full information from branches/circles. Even then one or two Circles did not respond to the letters of the NUGDS CHQ.
I sought NUPE Gr.C membership thro' RTI Act for a particular Circle recently. The information furnished was not correct. Some Divisions had furnished AIPEU Gr.C membership to me. The Divisional Administrations does not know the difference between NUPE Gr.C and AIPEU Gr.C. This is the situation prevailing now.
Unless the Divisional Unions furnish the total number of membership applicatioins accepted by the Divisional Administrations to the Circle Union and CHQ, there is no possibility for cross checking the figures by the Circle Unions at the Circle Office and by the CHQ at the Directorate level.
Hence it is now the responsibility of the Circle Secretaries to get the figrues from the Divisions and verify the same with the Circle Office figures furnished to the Popstal Directorate. The Circle Secretaries should then forward the membership figures supplied by the Circles to the CHQ immediately to enable the CHQ to verify the same with the Directorate.- -

Prime Minister's Award for INDIA POST

We are very proud of winning the award for Excellence in Public Administration for Project Arrow programme for the year 2008 – 09. The Secretary, Dept. of Posts received the award on behalf of the department on 21.04.10 in a function held in New Delhi from the Prime Minister. The Department had given wide publicity in the Print Media today.

To my disappointment, there is no mention about the employees contribution for achieving the excellence performance in the advertisement given by the department. It is needless to mention again and again about the ordeals and hardships faced by the employees to achieve this excellence performance.

I hope atleast now, the department would realize that but for the employees total involvement and tireless contribution, this is not possible and consult the staff side to achieve more excellence performance in the days to come and solve the problems put forth hitherto immediately.

Thanks !

I shall be settling in Chennai from 8th April 2010 after serving this mighty organization for the last 41 years and six months. Myself, T.P.K and K.R were working in the Triplicane Post Office, Chennai. I was associated with late K.R from the year 1964 and continued to be his follower till his death. Before formation of FNPTO, myself and TPK were assisting late K.R taking dictations and typing his correspondences for the PDF movement. After the formation of FNPTO, I was forced to take up the post of Divisional Secretary, NUPE-Class III, Chennai City South Division and quite surprisingly became Circle Secretary in the year 1976 and held that post till 18th January 1999. I was very happy for 11 months working as HSG I postmaster in Triplicane P.O and in December 1999 I was asked by my guru late TPK to take charge of the post of General Secretary. Hence I joined the CHQ in Dec.'99 and relinquished the post of G.S on 30th September, 2002 on superannuation. Again I was asked to assist the CHQ as the G.S was not able to function from the headquarters. I did my duty to the best of my ability.

After the death of our leader late K.R, there were many attempts to capture the NUPE-C organization by some vested interested people and make it to dance to their tunes. Late T.P.K,myself and the present G.S with the whole hear ted support of all our members defeated this episode. They also tried to create division amongst us and they could not succeed. They unleashed mal-propaganda against me and the G.S behind us, but members rejected them. I feel now also they may not keep quite, but will try to play some mischief to disunite us. I am sure that you will teach them a good lesson as was done in the past and show them the door. I also urge all of you to be alert against the anti democratic forces.

Our Union Constitution was drafted by late K.R and he wanted the Unions at all level especially the Branches should function democratically. He always used to say that without Branches, there is no Circle Union or the CHQ Hence he wanted to give utmost freedom to the Branches. Now there are attempts to dilute this policy. In the National Union movement, no power is vested with any individual to take disciplinary action against the branches under their control. Therefore there is no need now to amend the basic principles of the Constitution and I appeal all of you to reject any move to amend the basic principles of the constitution. Tolerance, fortitude and respectful to others opinion are the preconditions for blooming democracy.

Let us make our National Unions Conferences as a centre of excellence in solving the problems of our members and a place of discussion. I am confident, all, irrespective of any political affiliation would play responsible role in fulfilling the hopes and aspirations of our members.

Now the G.S has joined the CHQ and functioning on foreign service and he had brought his family also to Delhi. It is time now to settle myself in my native place. I express my sincere thanks to those who extended very good support to me during these years to conduct the functioning of the CHQ smoothly in spite of lot of ordeals created by one or two miscreants. I believe the G.S will function excellently to the expectation of all our members and leaders as he is also a man of thorough knowledge of the T U movement as well as the departmental rulings and procedures. Kindly accord all help and stand by him to enable to make this organization to achieve enrollment of maximum membership in the re-verification to be held in April, 2010.

Enhancement of Child Adoption Leave from 135 days to 180 days and extension of the facility of Paternity Leave to adopted fathers

OFFICE MEMORANDUM

Subject: - Enhancement of Child Adoption Leave from 135 days to 180 days and extension of the facility of Paternity Leave to adopted fathers.

The undersigned is directed to refer to this Department's O.M< No. 13018/4/2004-Estt.(A) dated 31st March, 2006 regarding grant of Child Adoption Leave for 135 days to female Government servant on adoption of a child up to the age of one year, on the lines of maternity leave admissible to natural mothers.  After implementation of the Sixth Central Pay Commission recommendations, the period of maternity leave was enhanced from 135 days to 180 days.  Subsequently, this Department has received representations requesting for enhancement of the period of Child Adoption Leave from 135 days to 180 days in line with the maternity leave.  The matter has been examined in this Department and it has been decided o enhance the period of Child Adoption Leave from 135 days to 180 days.

 

2. A female Government servant in whose case the period of 135 days of Child Adoption Leave has not expired on the date of issue of these orders shall also be eligible for Child Adoption Leave of 180 days.

 

3. It has also been decided that a male Government servant (including an apprentice) with less than two surviving children, on valid adoption of a child below the age of one year may be sanctioned Paternity Leave for a period of 15 days within a period of six months from the date of valid adoption.

 

 4. These orders shall take effect from the date of issue

 

5. In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.
